Question about 'Getting Network Neighborhood to recognize newly attached computers'

I have a comment about Getting Network Neighborhood to recognize newly attached computers:

I had this problem with Windows 95/98 machines hooked up to an NT 4.0 server. Doesn't "File and printer sharing for Microsoft Networks" have to be a service listed in the Networks applet of the computer your trying to see in Network Neighborhood? That seemed to fix the problem for me.
