Question about 'Setting up Dial-Up Networking'

I have a question about Setting up Dial-Up Networking:

Hi, My son has an older computer running Win95. I just added a new harddrive. When I tried to set him back up to connect to our local ISP. It tells me to reinstall dial-up networking. When I go to network and click nothing at all happens and the same thing when I go to my computer and click dial-up networking. It has been deleted. How do I get dial-up networking back on his computer? Thank You
