Windows 95 breaking password

My cousin's friend inherited computer with OS Windows 95.
She cannot use the computer because she does not know the password.
How she can break or delete the password?

Is it a Windows password or a BIOS password or some third party software.
Can she get to safe mode (press F8 right after turning on the computer)? If so,
there is a passwords properties section under the control pannel.
Reformatting and reinstalling Windows will remove any password from anything besides
BIOS.

If it's a password box that pops up as windows is almost done loading, just click
Cancel.
