128 bit encryption

I have Wind 95 . My bank has added 128 bit encryption for security on their site and it says I need to upgrade my borowser to use their site. My browser is IE 5.0. When I tried to upgrade on the Windows IE site, I got in a circle jerk. Can I upgrade Internet Explorer 5.0 successfully to run 128 bit encryption from Wind 95 or do I buy a new computer?
