Config.sys file too large for memory

I just installed windows 95 on a compaq LTE 5200.
Hard drive is 1G and memory is 12MB.
When I boot after the install I get the following message
The configuration specified in the CONFIG.SYS file is too large for memory. Remove
some drivers, and then try again.
The config.sys file is empty. Has anybody seen this message before. I search the
web and can't seem to find anybody that came across this error.

Try putting this one line in CONFIG.SYS:
DEVICE=HIMEM.SYS

That did not work. I am wondering if I got bad install.
My overall goal is to install ZipSlack on the laptop. I need to install win 95 for
its long name capabilities when extracting ZipSlack.

OK -- How about an "LFN Emulator"? -- adds LFN
functionality to (some) DOS programs. I've used
both LFNDOS and DOSLFN with various degrees of
success. I found ODI'S LFN TOOLS to be the most
predictable and reliable, but that's not an
emulator.

This is my Config.sys and its worked perfectly for years on Win95 and 98.
DEVICE=C:\WINDOWS\HIMEM.SYS
DEVICE=C:\WINDOWS\EMM386.EXE
DOS=HIGH,UMB
DEVICEHIGH=C:\WINDOWS\COMMAND\display.sys con=(ega,,1)
Country=044,437,C:\WINDOWS\COMMAND\country.sys
Make sure you have these files in your Windows folder.
