I started windows 95 And it goes to the boot screen and it says windows 95 starting up but then, it goes to command prompt.

Maybe it's configured to start with a DOS prompt? What happens if you type win and then hit Enter?

Other questions that come to mind:

1.  Is this a computer you have been using for
sometime, or is it new to you?

2.  Did this computer (to your knowledge) ever
boot directly to Windows Desktop?

3.  If it used to work OK, what did you do the
last time it worked OK -- add a new program?  --
add new hardware?  -- remove an old program? --
delete some old files to make more space on the
hard drive?
