Indeed, there are better ways of changing these kind of things than with a hex editor. you can easily edit the resources of those files with a resource editor. i personally use microsoft visual C++. open vc++, choose open file, select file you want to edit (i.e. explorer.exe), and choose to open it as: 'Resources'. (don't forget to back up the file first). now you can edit the resources as much as you want. the text 'Start' for example can be found in the 'String Table' resource. edit it, save the file, and voila, you're all set...
