From WinZip help:
The Associate WinZip with archives checkbox determines whether you will be able to
double click on archives in My Computer or the Windows Explorer to open them. If
this option is checked, the following extensions will be associated with WinZip:
ZIP, LZH, ARJ, ARC, CAB, TAR, TGZ, TAZ, GZ, Z, UU, UUE, XXE, B64, HQX, BHX, and MIM.
If this option is not checked, WinZip will ensure it is not associated with these
extensions. See the section titled Windows Associations for more information on
associations.

I believe that when associated as above, the WinZip C:\program files folder and
the files within it are "locked" to explorer.
After unchecking the "Associate WinZip with archives" checkbox, you may have to add
.CAB to the list in explorer / view / folder options / file types, as a new file.
I suppose the "starts with" command would be explorer.exe, but could be some oyher
viewer in C:\windows or C:\windows\system.
BTW, I use "ZTREE WIN", a windows version of the old but extremely powerful & versatile
"XTREE" file management program to view cab files (among a zillion other uses). It
can be configured so as to be included in explorer right hand mouse button functions.
