Question about 'I get a 'File not found' message when I try to start any program'

I have a question about I get a 'File not found' message when I try to start any program:

When I start my computer, before I windows itself will start I get a "Missing system ini file for Windows, then I have to hit enter before windows will start. What's the problem? :-@
