Yes , It is possible to do that.
It involves reformatting your hard drive to wipe out
everything on it , and then installing Windows ME.
If you do not have a copy of Windows ME , you will
have to go and buy one.
The disk that came with your computer would only
have Win 98 on it.
You could also buy an upgrade disk for windows ME
which would be cheaper , but a fresh , clean install
of a new operating system is always recommended.
The only problem you might encounter , is if your
computer is not a "generic" PC clone ,but a proprietary
brand such as Compaq etc. .
They usually require a special disk that not only has the
operating system of choice on it , but also special
drivers for the hardware in your computer ,that
would not be found on a regular Windows disk.
In this case , you could contact the manufacturer of
your particular brand of computer to see if they
offer operating system you are looking for.
