Question about 'Designate Your Own Drive Letters'

I have a question about Designate Your Own Drive Letters:

No matter how many times I have made changes to the desired drive letters, there is no effect after I reboot the computer. And the entries in the registry remain the same. Also, if I want my first harddisk uses c: d: e: f: g: and second harddisk h: i: j: k:, does this mean that I should type CCDDEEFFGG and HHIIJJKK in UserDriveLetterAssignment values of each HDD respectively? Thank you very much for any reply.
