Since it is a Compaq , that usually means the win98 
disk / cab files SHOULD be somewhere on the 
hard drive.
Look for an entry called win98 or wincabs or options
or cab files or something along those lines.
(usually on the C: drive)
When the installer ask for the disk ,you can point
it to that location.

Did you not receive a "restore disk" with the computer?
-normally that is where the win98 files are on 
proprietary computers of this type...
Someone owes you a disk.....
