That's not to say that there isn't something else
going on that is causing this.
The answer I gave above is the pat answer to  that
general question.

What make is the new card ?
did you check in device manager (control panel) to
see if the old video card is being shown in there
and if there are any conflicts with the new one...??

If the old one is still being shown there , you will have 
to remove it from the listing.

Post back with a few more details if you could.
