Question about 'Identifying the programs that Windows runs at boot'

I have a question about Identifying the programs that Windows runs at boot:

Ran TweakUI, changed a few settings, now Norton Antivirus, Intellimouse, and a few other programs that used to load automatically--without being in the Startup folder--no longer load. Tried to get Norton Antivirus in particular to load and be resident, but no amount of setting tweaks would get it to do so. Any thoughts? Thanks.
