It may be that you were given one of those crappy CD's that only work with one manufacturer's 
model of PC, and so if you build your own, it isn't the generic source of drivers, 
etc. that a standard Windows 98 CD is.

You probably need to get a standard Windows 98 CD (plus you need a boot disk and 
DOS drivers for your CD drive).
