have you installed the windows 98 SE (Assuming win98 se here) updates  the is a supplement 
that address this issue 

go to the top of IE go tools -- windows updates ---

when you get there do the product updates

also here is the supplement

if the update doesn't fix it then you have to disable fast shut down in the registry
