The new network card is "by default" trying to get a DHCP address. It is not able
to obtain one so it will hang until it times out until windows gives it an Automatically
assigned address in thw 168.x.x.x range. If TCPIP is not required ON THIS CARD, just
remove the TCPIP binding to that card. Or assign it a proper TCPIP address in your
range.
