I've heard that also, that to be on the safe side, keep the files with the latest
date. It's hard to say when, or why those temp files end up there. It isn't an ongoing
thing though. You can go for quite awile without one showing up there. Some may be
necessary for a recently downloaded or installed program. This doesn't mean that
you need to keep the latest around until another one shows up.
