it's usually best to run scandisk and defrag in safe mode. that way you don't have to shut down background applications as nothing is running.

also, i'd suggest getting the windows me defragger as it's quite a bit faster than the regular 9x defragger. you can download it form www.surecool.com (downloads section).

as for whether rearranging the contents of the disk is worthwhile... well, i'll let everyone else beat that dead horse.
