Viewing any footage is jerky movements

Heres an annoyance! if I view any kind of video footage eg; sometimes I watch Drag Racing news clips & its always jerky in other words I see a Drag Car at the start line in kind of a pause mode then next clip its at half track & next its at the finish of track etc etc. I know my computer is a 10 b.c. model LOL but surely I can get better viewing than that is a setting wrong or something. Pentium 120mghtz I updated Ram to 64mb (was 16mb & then 48) I installed a SIS-6326 8mb Video Card, 56k modem Win98SE, IE6.0 Any Help would be really apreciated Thanks in Advance
