I can't change my resolution (win98)

An elderly friend of mine just had windows 98 installed on his computer, and the resolution is set at 600x480. I have tried to change it many times by going to display under control panel. I make the changes and the computer restarts, and when it loads back up, none of my changes have been made! Does anyone have any idea what would be going on?? I would greatly appreciate any feedback i can get. Thanks Nick
