windows 98 reinstall after vmm32 vxd

after successfully doing something to my roomates computer, the error message vmm32.vxd
appeared, and windows would not start up. he choose to reinstall windows 98 and now,
cannot get an internet connection, and the monitor settings have all changed, (can
no longer get 256 color, only 8 and 16 bit), and adobe illustrator and photoshop
have been erased.. do i need to reinstall all drivers, and software for the programs?...thanx
