I went through every list of fixes and troubleshooting tips I could find on this
problem, and nothing seemed to work on my system. Finally, in what I can only describe
as a fit of desperation because it was driving me nuts, I did an "install new hardware"
search looking for non-PNP devices. And Windows found one. After rebooting and
letting it reinstall virtually everything on the system, from the CMOS clock on up,
it now shuts down (and off) with no problem. Boots faster, too. I thought I'd mention
this because I haven't seen it in any of the troubleshooting tips.
