As far as I know you don't need it. In my case the file was uninstalled by new ISP software (Cox) but it left the entry in the msconfig Start up. When starting up, Windows was looking for the file because of the start up entry, couldn't find it, then gave me the error message. It was just easier (safer) to uncheck it than fool with the registry. A later @home software uninstall from Cox seemed to clean everything up and the entry is no longer in the msconfig Start Up Dave
