i've never dealt with ics in 98, but if it's anything like it is in xp you'll have to do the configuration on the host not the client.

you might want to look again at what's running in the background on the dell. hit start -> run, type in msconfig and hit enter, then hit the startup tab. you can find an extensive list of background applications (and their purposes) here: Start-Up Applications.
