As Cosmic Skeptic and amaralliya said, it's generally safe to delete these folders. I have been using autoexec. bat to delete them on boot for a couple years now with no problem. My findings have been that these folders are the booger that causes files to accumulate in the Temp folder. When there are no folders there, windows deletes all files each time it boots.
