You have gone to far.. 1. those 33k isa modems have a jumperless/ jumper on them, make it jumper..set modem jumpers to com2, irq3. 2 disenable seriel port 2 in bios.. 3. At post screen it will show ..port at 2f8...( just to confirm that it is working.. 4. in windows let it now find the modem and install. you may have to go to find new haredware, in fact it's a good idea to as it will clean up the mess you have done..( said nicely) 5 Go to dialup networking and reselect the modem that just got installed..against the connection you have... If you have to do more than that then the modem is buggad or your dialup networking has serious software error issues..
