Here we go: The way provided on how to do this doesn't work in Windows 98. Try this if you're running 98 and you want to get rid of the message: To prevent this message from being displayed on your Windows 98-based computer, rename the existing Folder.htt file located in the Windows and Windows\System folders to Folder.bak, and then copy the Folder.htt file located in the Windows\Web folder to the Windows and Windows\System folders. It works perfectly for me. :)
