If you have a full 95 CD and a 98 upgrade CD you don't need to install 95 first. Just start the 98 installation, and at some stage you will be asked to insert the 95 CD as proof of eligibility.

If you only have a 98 update CD, which is only designed to update 98FE to 98SE you will need 98FE installed.

There is another issue here as well. To dual boot, you need to install 98 before XP, so that the XP boot manager will be activated. To run 98 on a system that already has XP installed, you are going to need a third-party boot manager. System Commander is one that comes to mind.
