Gevie: looks like a Catch-22, to use an old movie title... you can't use IE, but 
the three solutions call for internet access...neat trick.  So what to do?

for item #2: the resolution is:

Click Start, point to Find, and then click Files Or Folders.

In the Named box, type *.pwl, and then click Find Now.
 
In the list of found files, right-click each file, and then click Delete. Repeat 
step 3 until all of the .pwl files are deleted.
 



On the File menu, click Close. Restart the computer. The password list files are re-created automatically when you log on to Windows. the other two items do require internet access (unless you update your AV program from a retail store). Perhaps a system restore will help? worth a try, boot to DOS using Ctrl or F8 or Shift-F5 keys. type at the prompt (Command Line Only}: scanreg /restore and press the Enter key pick an earlier date, exit and reboot. now try to update the IE using the link below...
