Betty:  just to recap;

1. the link below (after your text) was the contribution by MS.

2. the Alt+Tab keys enable program recovery for some folks.

3. run MSCONFIG and look for an entry called 'pmedia' in the startup tab. 
disable it and reboot and the taskbar should return to normal. 

4. search for OTMS.EXE in  C:\program files\common files and rename it otms.old

let us know if you find a solution...
