certain software will cause an A: drive scan at 
shutdown (Like Norton Antivirus...)
It is not necessarily Windows...

and what's the hurry ,anyway ?- an A: drive scan
takes at most 3-4 seconds....
wastes time..???
What wastes time is waiting for unnecessary programs
to reload...
Check your msconfig>startup tab settings for 
programs/items that don't need to be loaded at 
startup(restart) and oyu might save yourself a few
"seconds"...
