All Control Panel icons are files with a *.cpl extension, situated in your Windows\System 
folder. 

So go to Start/Find, and type *.cpl in the 'named' box. 

One of the files coming up will be the one you'd like to get rid of. 

If you think you've found the one, first rename it to *.old, go to Control Panel, 
and press F5 to refresh. 

If it disappears, you've got yourself the right one, and you may delete it.
