Windows will not start-up or boot up normally

My problem is that each time I try to start windows, I consistently get 1 of these 3 messages: 1. VMGR Could not initialize 2. Windows protection error. Please restart your system 3. Not enough memory. get rid of unnecessary utilities; Each time I restart my computer after receiving one of these messages it then goes directly to the safe mode option. If I choose step by step configuration and then say no to various options (usually I say "N" to "NORTON", "SYMEVNT.386","JAVA" and "NETBIOS") then my system will boot up and go into windows. Needless to say, my Norton program is disabled, and will not work, but I am at least able to get into windows and all other programs. Does anyone know why I consistently encounter this problem and what I can do to fix it? (Please explain to me like a 3 year old - I have a basic and limited understanding of program/computer repair and issues). Thank you.
