Gaia:  have a look at the following in your registry, which you can open with Start, 
Run, type: regedit

backup your Registry before making any changes.

Explorer subkey:
NoSetFolders = enable/disable Folders in Start Menu -> Settings

Similar setting can be also found under:
 HKEY_USERS\.Default\Software\Microsoft\Windows\CurrentVersion\Policies
 
and:
 
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies
