This renaming of the applog directory fixed the problem for me, thank you!!!
I had tried all of these steps below with no luck:
reinstall 98se over the top
delete all pwls
reduce graphics acceleration to 0%
use no virtual memory
disable all file performance options
oy!
The error message would appear just after startup, and when a particular app was
run, so it was easy to test if the change had fixed it...
