Try this one:

RUNDLL32.EXE shell32.dll,Control_RunDLL inetcpl.cpl,,6

(Suffix from 0 to 6 to open each window tab.)

That is the command line which you need in an icon's "properties". Use find-file 
to find the .cpl you would like to use.
