Found this solution on the web:
In your case, what's likely to have happened is that the March 7th Critical Update
damaged a file called shell32.dll. You can restore the file from your Windows 98
CD using the System File Checker utility. To do so, type SFC in the Windows Find
menu, and select "Extract one file from installation disk." Enter the file name.
Then press start, and browse to the CD-ROM drive in the "restore from" box. Once
the file has been restored, you'll need to reboot.
