The article is referring to 2K and XP. I assume she  linked to the article, because 
she's experiencing the problem of "no desktop icons or taskbar", which means no desktop. 
Therefore, she has no start button or access to any applications or files.

In that case, she needs to extract a new copy of Explorer.exe. I don't know the DOS 
command to extract it directly from DOS. This is a round about way to do it, but 
it'll work. If this isn't the case, she can  post a real message.
