Win98: Desktop icons and Task Bar do not appear upon startup

I have a question about How
do get the taskbar and desktop back if Explorer crashes:
My computer had been running normally the night before and was shut down properly.
I turned the computer on in the morning, everything seemed to be working fine, but
all that came up after startup was the desktop wallpaper and no icons or task bar.
When I did a ctrl+alt+del, the End Task window showed no tasks. I subsequently did
a ctrl+alt+del again to restart and did so in Safe Mode, producing the same results.
The day previous, I did not do anything out of the ordinary, except installed a CD
Rom kids game (don't know if this would affect the performance.) I did not open/nor
receive any unknown "mysterious" e-mail either.
I have consulted with an other newsgroup and had been suggested to:
1) "Restore a backup copy of the registry using ScanReg."
-I tried doing this for the previous 2 days, with no results, on my third attempt,
the "...operation failed."
2) "Restart the system and hold down the CTRL key while the system is booting. This
will take you to the Boot Menu,select Command Prompt Only. Now type Edit C:\Windows\system.ini
and look for shell=progman.exe. If found chance to shell=Explorer.exe then save and
close."
- I found shell=Exploerer.exe in system.ini
I have looked through the other postings, but am not sure if my explorer.exe is corrupt,
my computer has a virus, or if I should just reinstall my system altogether. Before
I proceed with anything drastic, I will also need to know how I can backup my existing
data...
