Dino:  let's start with three possible fixes...

without the mouse you will have to rely on the keyboard, so we will use the DOS prompt 
for the following procedures.

fix #1. based on "Computer Hangs After Windows Logo Is Displayed at Startup" and 
the data in the link below after your text;

determine if an antivirus program is running by pressing the ESC key during startup 
to close the Windows logo screen.

disable the Windows logo screen;
boot using Ctrl or F8 key to Command Prompt Only
and the type at the prompt: edit msdos.sys
and press the Enter key

add the following line to the [Options] section of the Msdos.sys file:
 
Logo=0 

and while you are there, add these:

BootSafe=0
BootGUI=1
BootWin=1

each on its own line.
then save (/fs), reboot (ctrl+alt+del) and try a normal boot.

fix #2. (if needed);
try a System Restore;
boot to the Startup menu,
select "Command Prompt Only",
type: scanreg /restore
and press the Enter key,
select a date before the "troubles".
exit and reboot.

fix #3 (if needed) (courtesy of JmC);
boot with a Win98 boot disk and at the A:\> prompt type: SYSTEM C: 
and press Enter. 
wait for the files to copy, then remove the floppy 
and reboot.
 
let us know if more is needed,
and let us know what worked for you...
