Did you install the software that came with the Webcam, before you tried to plug in the Webcam, it should have come on a CD or Floppy disk, depending on how big the Installation Program is. Normal procedure, is to install the supplied software, then restart the PC, once back at the Desktop you can then plug in the USB device, Windows will then find it and make any necessary updates to the system. At this point you may be asked for the Win98 CD, so you need to Browse to the CD location, when asked and select the Win98 folder on the CD. eg. D:\Win98 There are some .ax files on the CD in Driver11.cab and Win98_22.cab, which may be of relevance or not, they seem to be Video related from what I can see. Try the above suggestions and see if that helps any.
