The Create Bootlog should be one of the first options showing in the Safe Mode menu
when you boot up to it (by holding down the F8 key during boot up).
The log you are looking at is probably an old one and will not show what's causing
your slow boot if it was created before the problem started to occur.
To view the log using the bootlog analyser you run BLA.EXE. You can then sort the
file it creates by the load time column to see what operations are taking a long
time to load.
