If you have access to your data on the problem computer, can you back up all your personal data? I don't see any way to recover, if you can't access your registry backups. I may be wrong, but I think you're going to need to format and reinstall. I originally thought maybe replacing Explorer would work, but if your registry is that corrupt, even reinstalling over the top won't help. That's my thought at the moment.
