I don't have that particular .dll file on my system. But, you can get some clue as to where the error is occuring by using the find files on the start menu. Searh for that filename on C: including all subdirectories. When find finds it, right click the file and select properties, and then click the tabs on the top of the properties dialog, .dll files give extended information as to the maker and what it is for. This could tell you what, specifically, is messing up and you can try to reinstall just that one thing.
