I use Windows 98 Second Edition (Win 98SE).
First of all I recommend you let those "IsShortcut" values alone. Doing anything
with those values can only cause you frustration and a number of headaches.
This is not a guess or assumption: When a recent update is applyed (March 2003, I've
read), an icon corruption in shell32.dll results.
To restore shell32, from the Run dialog, type sfc (for "System File Checker"). From
there follow the instructions to restore the original copy of shell32.dll from your
Windows CD-ROM (or Windows installation folder to the \WINDOWS\SYSTEM folder. After
that, restart the system. Your arrows should be gone.
If you have any build of Windows 95, you can restore the file from within DOS mode.
