thanks a lot, Mac for the suggestion(bootdisk ->SYS C)
dont have a floppy drive but using a bootCD put me on the trail.
in case this helps anyone. the problem turned out to be that the w98 partition was
hidden. apparently w98 in graphical mode can see it and boot but DOS mode cant.
the solution was to unhide the partition in the bootloader.
the key to troubleshooting was finding out what partition the unsuccessful dos boot
was looking at. adapting macs suggestion allowed a minimal dos to be loaded from
bootCD. then DIR revealed that dos was looking at a wrong fat16 partition in a faraway
place.
