You can't run a command unless you change from the 'explorer' shell to 'winfile' or 'progman' shells in the system.ini. All, I found many others experiencing this problem right after installing DirectX. In more than a few cases it was DirectX 8.1 under Win98. I tried uninstalling this to no avail. Registry changes don't look to be the culprit as I went back two vervions from DOS. I even copied a new Explorer.exe shell from my Win98 CAB with no luck. I will let you know how I go.
