I had the same problem with a mystery PCI device after building my new computer around an FCI AZ11E motherboard and loading Win98SE as the op system. I surmise that it is an on-board RS232 "modem" that is not fully hardware implemented on the board and never will be (a "feature", as it were, of this motherboard). The hint is that it is an "unknown PCI communications device" and there are NO drivers that I know of available for it. Deleting it via Device Manager just causes a re-install on next boot-up. It doesn't seem to cause any problems, so I just ignore it. "If it aint broke, don't fix it...."
