What is a subfile?
win98 as a fresh install typically has a 0 byte autoexec.bat file and no config.sys
file at all. I would suggest that one might need at least a 0 byte file named autoexec.bat
or your old autoexec.bat file will get resurected from the dead every time? Try
renaming it to .old extension and then make a new blank one with notepad, save it
to C:\ root folder and reboot.
Got any drivers or programs that you know must be loaded from autoexec.bat file?
Copy and paste those from .old file to new one. Then reboot.
